What is justice?
This is the central question posed by the highly significant documentary by Walter Saxer, producer of *Fitzcarraldo*, who, captivated by the Amazon rainforest, discovered Sepa—an open-air prison founded in 1951 by the Peruvian government with the aim of colonizing 37,000 hectares of jungle in central Peru. Inside this prison, inmates experiment with farming practices; “they are free to move about, to bring their families, to dance and cook together,” to have a second chance and truly succeed in rebuilding a genuine and healthy relationship with life, in an effort to achieve effective rehabilitation. All of this is contrasted with an opening sequence whose images depict the El Sexto riot, in which the inmates asserted their status as human beings.
It seems clear that the filmmakers’ intention is not to advance a particular argument, but to document an alternative reality, prompting viewers to question the conditions of prisoners at Sepa—and indeed, everywhere else in the world. While the film demonstrates just how innovative the Sepa project is, it also comes up against the wall of bureaucratic backwardness and corruption in a country like Peru in the mid-1980s. The prison’s inhabitants were completely isolated and forgotten by the rest of the country, and many, after having served well beyond their sentences, remained there for a long time due to administrative lapses, but above all because of the indifference and total lack of regard for these people, who were never truly treated as such.
The documentary was filmed between 1985 and 1987; “forgotten in a drawer for over thirty years, it resurfaced in the second decade of the new millennium” (thanks to the support and collaboration of the Cineteca di Bologna, the Cinémathèque Suisse, and the Peruvian Ministry of Culture), but it is surprising how it manages to raise reflections that are highly relevant today, in times of pandemic and social unrest. This only serves to attest to the film’s greatness and the importance of such recovery and restoration efforts, not only within the artistic landscape but also—and above all—in the historical and social spheres, since documents of this kind stand as universal examples, transcending all spatial and temporal dynamics and fitting perfectly into current debates and reflections across every part of the world in which we live.
